In a recent open letter to the U.S. Defense Innovation Board, Lowery urged the Department of Defense to investigate the national strategic importance of proof-of-work systems like Bitcoin.
His proposal emphasizes the integration of Bitcoin’s proof-of-work technology into national defense strategies, highlighting its potential to enhance cybersecurity and secure digital assets.
He contends that such technologies could play a crucial role in maintaining the United States’ position as a global superpower in an increasingly digital and interconnected world.

The Department of Defense has initiated a security and policy review of Lowery’s thesis, indicating a growing interest in the potential applications of Bitcoin within national defense frameworks.
Lowery’s thesis, “Softwar: A Novel Theory on Power Projection and the National Strategic Significance of Bitcoin,” explores how Bitcoin’s proof-of-work mechanism can serve as a form of cyber power projection.
He argues that this technology could transform cybersecurity and modern warfare by imposing significant physical costs on potential cyber attackers, thereby deterring malicious activities.
