White House Weighs New Ways to Add Bitcoin to U.S. Reserve

White House officials are again signaling that the United States intends to explore ways to add more Bitcoin to the Strategic Bitcoin Reserve without requiring new taxpayer spending. The important distinction is that this is not a newly announced market purchase. It is a renewed push to find budget-neutral acquisition methods under authority the administration already created.

A report published October 13 says Patrick Witt, executive director of the President’s Council of Advisors for Digital Assets, discussed several possible routes for increasing U.S. Bitcoin holdings, including accepting certain federal payments in Bitcoin, mining Bitcoin using government-controlled energy resources, and potentially using proceeds connected to a revaluation of U.S. gold holdings. Those ideas are being discussed as possible mechanisms, not as completed transactions or final Treasury policy.

Bitcoin community discussion earlier this year focused on White House efforts to move the Strategic Bitcoin Reserve from executive-order language toward a more operational structure.

The authority to acquire more Bitcoin already exists

The foundation is President Donald Trump’s March 6, 2025 executive order establishing the Strategic Bitcoin Reserve. The White House order says Bitcoin deposited into the reserve generally should not be sold and directs the Treasury and Commerce secretaries to develop strategies for acquiring additional government Bitcoin as long as those strategies are budget neutral and impose no incremental cost on taxpayers.

That matters because the reserve has two different sources of potential growth. The first is Bitcoin the government already controls through criminal or civil forfeiture. The second is additional Bitcoin that could be acquired through a budget-neutral strategy. The second category is what the current discussion is about.

What “budget neutral” could mean

The newest reporting points to several possible methods. One is allowing some federal payments or tariffs to be made in Bitcoin. Another is government-linked Bitcoin mining. A third is using financial value created by revaluing U.S. gold reserves, which are carried on federal books at a statutory price far below the market price of gold.

None of those methods should be treated as adopted policy yet. The October 13 report describes them as options being weighed. There has not been a new White House order announcing an immediate open-market Bitcoin purchase.

The original executive order generated extensive discussion because it formally separated Bitcoin from the government’s broader digital-asset stockpile.

Why the distinction matters

A government decision to retain forfeited Bitcoin is different from actively acquiring new Bitcoin. BitcoinVersus.Tech has previously covered how the United States already ranks among major government Bitcoin holders, how industry executives such as Vlad Tenev backed the reserve at the White House summit, and how lawmakers including Cynthia Lummis have pursued legislation for a larger statutory Bitcoin reserve.

The new development is therefore best read as an acceleration of an existing policy rather than the creation of a new one. The White House already has a Strategic Bitcoin Reserve, already has authority to examine budget-neutral accumulation, and officials are now publicly discussing what those mechanisms could look like.

What remains unconfirmed is the most important next step: which mechanism Treasury and Commerce will actually approve, how much Bitcoin could be added, and when any new acquisition would begin.
