HIVE BUZZ HPC’s proposed Oakville AI campus has entered a more consequential power and permitting phase. Oakville’s mayor said the proposed 320 MW facility would connect directly to Ontario’s provincial electricity system, while the town’s one-year interim control by-law still restricts new data-center development for study.
The latest local reporting says HIVE BUZZ’s possible Sovereign Digital Innovation Campus would sit on a 25-acre Ninth Line property and draw from a provincial transmission corridor and distant transformer station rather than Oakville Hydro’s local distribution system.
The campus is large, but the proposal is still moving through planning
HIVE’s project description describes approximately 320 MW of utility capacity, more than 100,000 planned GPUs and roughly CAD $3.5 billion of capital investment. It targets a staged build in the Greater Toronto Area, with full-scale plans extending beyond the immediate site discussion.
The distinction between a power allocation and an operating data center matters. Transmission access, substation work, construction approvals, equipment procurement and customer deployment still determine when the campus can deliver compute. The proposed direct provincial connection could reduce pressure on Oakville Hydro, but it does not remove the need for provincial infrastructure and approvals.
Oakville’s moratorium is now part of the project risk
The Town of Oakville’s by-law notice says the one-year study covers data centers and similar high-intensity digital-processing facilities. The review will examine noise, vibration, emissions, land-use compatibility and related planning rules. It runs from the August 11, 2026 passage date, subject to the by-law’s stated process.
