GlobalFoundries Gets Up to $21B for Two New York Fabs

Anime-style semiconductor fab expansion with cleanroom manufacturing and industrial utility infrastructure.

GlobalFoundries has been selected to operate two new semiconductor fabs in Malta, New York, under a U.S.–Japan initiative providing up to $21 billion in funding.

According to GlobalFoundries, Japan will provide the investment while GF supplies the manufacturing technology, operating expertise and fab management. The first facility is expected to break ground later in 2026, with production targeted for 2029.

Investor discussion focused on the scale of the Japan-funded expansion and how the new capacity could reshape GlobalFoundries’ U.S. manufacturing footprint.

A separate federal action is also moving forward. The U.S. Department of Commerce says up to $955 million from GlobalFoundries’ existing CHIPS award will be reallocated toward silicon photonics, silicon-germanium and advanced packaging at existing facilities in New York and Vermont. Commerce says the amended award does not increase the total size of the original grant.

That distinction matters: the $21 billion fab initiative is new Japan-backed investment, while the $955 million is a redirected portion of previously awarded U.S. CHIPS funding. Reuters independently reported the same split between the Japan-backed fab financing and the amended U.S. award.

The expansion fits three trends already covered by BitcoinVersus.Tech: GlobalFoundries’ $2 billion TSMC silicon-interposer agreement, its FDX Fusion roadmap for Physical AI, and its work with Xanadu to move quantum photonic chips toward mass production.

This behind-the-scenes look at GlobalFoundries’ Malta Fab 8 shows the manufacturing campus the new expansion will build around.

The result is a broader U.S. manufacturing base for chips used in automotive, industrial, communications and data-center systems, with advanced packaging and photonics becoming a larger part of the site’s strategic role.
