GitHub made Copilot Fusion generally available on October 28, 2026, during its Universe developer conference in San Francisco, allowing software developers to route coding requests across multiple AI models without selecting each model manually. The rollout spans Visual Studio Code, the Copilot app, Copilot CLI and JetBrains IDEs.
Instead of choosing a single provider, developers select Copilot Fusion and an effort level: Standard for routine work, High for difficult tasks or Max for demanding problems. GitHub says Fusion combines its earlier HydraFusion orchestration research with automatic model selection to balance task quality, time and cost.

How Fusion handles coding tasks
The system can use three patterns. Single sends work to one model; Cascade starts with a faster model and escalates when a quality check fails; Critique has a second model review a draft before the original model revises it. This could help developers handle test failures, bug fixes and code review without continuously changing model settings.
GitHub reports that Fusion Max scored 60 on the Artificial Analysis Coding Agent Index, within two points of Claude Code using Opus 5.5 Max. In GitHub’s comparison, Fusion used roughly half the API cost per task and 40% less time. Those are reported benchmark results, not a guarantee of performance on individual repositories.

Billing still reflects the models invoked at their normal rates, rather than a single fixed cost for every request. GitHub says a temporary 30% discount applies to Fusion usage on paid Copilot plans. Enterprise administrators can restrict which models may be used, addressing governance concerns for organizations with regulated code or proprietary data.
Local routing is in experimental preview
In a separate October 28 announcement, GitHub also introduced experimental routing between supported local and cloud models. Local processing does not make the workflow fully offline: routing decisions still happen in the cloud.

The announcement extends GitHub’s wider move toward agentic development, alongside persistent coding-agent sessions in VS Code and competing AI code-review tools. The practical question is whether orchestration saves developers time once real-world testing, security checks and human review are included.
