Samsung Electronics is bringing generative AI directly into the semiconductor engineering and manufacturing environment through a new strategic partnership with France’s Mistral AI.
Announced September 8 during a South Korea–France state summit in Paris, the collaboration will combine Samsung semiconductor technology and manufacturing data with Mistral’s AI models to build customized on-premises AI systems. The company says the goal is to accelerate development cycles, improve manufacturing precision and help stabilize yields as advanced chips become harder to design and fabricate.

AI Moves Onto the Semiconductor Factory Floor
This is different from simply giving engineers access to a public chatbot. Samsung says Mistral’s enterprise stack will operate inside its semiconductor infrastructure so sensitive design, process and operational data can remain under Samsung’s control.
That architecture is especially relevant to advanced memory and foundry work. Yonhap independently reported that Samsung expects the collaboration to improve semiconductor design and manufacturing productivity and precision. Sources say the companies plan customized models rather than a generic cloud deployment.
Samsung Also Leads Mistral’s Financing
The relationship goes beyond software procurement. Samsung said it made a lead investment in Mistral’s funding round. Mistral subsequently raised €3 billion at a €21 billion valuation, according to multiple financial reports, strengthening the commercial connection between one of Europe’s leading AI developers and one of the world’s largest semiconductor manufacturers.
The partnership arrives as the AI hardware stack becomes increasingly interconnected. Alibaba is vertically integrating models, chips and data centers, while custom AI silicon is being paired with hyperscale cloud infrastructure. At the networking layer, 1.6T coherent optics and 6.4T CPO are addressing the bandwidth required to keep those accelerators fed.
Samsung’s approach turns that same AI infrastructure inward. Instead of only manufacturing chips for AI systems, the company wants AI models participating in the semiconductor-development loop itself.
The important distinction is data locality: Samsung and Mistral are emphasizing on-premises AI so highly sensitive semiconductor IP and manufacturing data can remain inside controlled infrastructure.
